from Filter >> Blur >> Shape Blur .

and from Image >> Adjustments >> Photo Filter too select i of the ii colors used
and increment the opacity to 100 % .
Im going to add the text .
well only brand certain its all inward i line .
Now apply the wave filter
so from Filter >> Distort >> Wave .
and apply these settings
- Number of generators = 10
- moving ridge lenth : Min = 260
Max = 360
- Amplitude : Min = 40
Max = 100
Or what ever it suits you lot .
and afterwards you lot scale it too identify it inward the correct seat .

Step 2 :
Then apply outer glow blending alternative to it
foloow these settings .
Now hither I made 4 layers from the text layer
- commencement layer : gaussian blured
- minute is an ordinary text layer
- 3rd layer is gaussian blured
- 4th layer is the outer glowed layer
now you lot encounter the commencement ii layer is in outer glow blending option

Step 3 :
make a groub " novel groub "

make a novel layer in side that group
with pen tool brand a wavy job similar below
then chose a medium size brush amongst depression hardness
then from " path " window right click on it too thus choose stroke path

remeber the 4 text layers ?! - grouping them then duplicate the whole group
after that press CTRL+T too thus right click on it too choose flip vertical
and motility it a petty to the right.
Now from the termination grouping brand a new layer
then select the brush amongst a petty large size too brand a topographic point of white low-cal inward front end of the mitt .
then amongst the eraser tool erase some of it
choose whatsoever brush you lot like.
then apply Filter >> Blur >> Gaussian blur
over again apply Filter >> Blur >> Motion blur
make the angle = 0
and a suitable value
Now apply a blending alternative : Outer Glow
with this values .
Now brand a novel layer too with pen tool
make amongst it these wavy lines
like below
then select the brush and select a small size amongst a small hardness .
and too thus select the path job from path window
and right click on it too thus select stroke path similar before
Now you lot could select some other suitable brush and repeat the previous steps .
then brand some other lines over again too thus amongst the previous brush make a stroke path similar before
but this fourth dimension blur it a little
then apply an outer glow blending option
like below .
again brand a new layer select a selection tool too select only about the mitt similar below amongst high feather
then add together a cloud render
Filter >> Render >> Cloudes but earlier that select the real previous ii colors .
now CTRL+D to eliminate the selection
then reduce the fill for that layer .

Make a novel layer
choose a suitable brush amongst suitable size
the amongst the pen tool depict lines only about the mitt similar below
and stroke path .
to apply a adept termination to it
duplicate that layer too thus identify it nether the master copy layer
then Filter >> Blur >> Shape Blur ............choose the circle
Apply an outer glow blend alternative to it
