1.    Typing The text as well as adding blend optios    
2.    editing brush 
3.    writing alongside pen tool 
4.    adding the neon effect

Step 1

  Open the photograph y'all wishing to add together neon stripes to it ,you mau purpose these backgrounds here

    as well as thence write the text y'all like
  hither I typed " Sky Field "
    If y'all wanna add together the same blending options I used the follow these steps

•   correct click ont Text as well as thence blending options    
•   select Inner shadow , Inner Glow , Color Overlay as well as Drop Shadow  

  as well as Apply these values for each blend option

•  Inner Shadow : Distance : iv  -  Choke : 0  -  Size : 33
•  Inner Glow     : Opacity  : 75-  Color   : Black --
•  Color Overlay : Blend : multiply - Opacity : 63 - Color : Gray
•  Drop Shadow  : Opacity : 25 - Distance : iv - Spread & Size : 0   

 So nosotros convey that photograph equally a background

 Now select brush as well as from Window >> Brush .

• Shape Dynamics : All Zero -Control: Pen Pressure.           

  After editing the brush  change the color to the desired color , hither I choosed  fffc00

Step three :

 make a novel layer

 Now grap the pen tool past times Pressing  P 

 someone may tell " oh crap , pen tool over again " but acually pen tool is tardily ,very tardily to

 so Make a Wavy line or zigzag what ever y'all like 

 Now select path 

  And correct click on it as well as thence select Stroke 

  Path

  select the brush as well as Check on stimulate

 Move to layers window

 and on that layer correct click on it as well as thence select blending options 

 Choose Outer Glow with the Values : Blend Mode: Hard Mix -- Opacity : 45 %
                                                        Color : Orange Or Yellow.

 here I also made a color over lay because I forgot to select the color the get-go time

Step iv :

 Now grap the Dodge tool or press O 

  And brand certain its vogue is highlight

 then hover over the text layer afterward selecting it as well as highlight 

  the expanse that the low-cal goes over it 

 like Below.

 Now Choose Burn Toll past times correct click on dodge tool as well as select move tool.

 Do the same equally pefore but on the expanse that isnt touched past times the light

 it volition larn inwards darker.
